Registers one age verification method. Dispose unregisters it; plugin unload also removes the registration. Exceptions are logged and treated as verification unavailable.

Parameters
- capability AgeVerifierCapability
- Capabilities of one verification method, copied at registration.
- verify FuncAgeVerificationRequest, AgeVerificationResponse
- Background callback. Null means not my code; an empty result means verification failed. Late replies after dialog closure are ignored.
